D&D (Design & Development) Engineering (D&DE) was established in 1984 to continue the services of its owner, Z. M. ("Joe") Lewalski, PE, as an independent contractor.

Previously, Mr. Lewalski had been employed at several journeyman- level and managerial positions with major passenger railcar manufacturers. He gained in-depth experience in the design and construction of various types of passenger rolling stock, from aluminum people movers to stainless-steel bi-level intercity cars.

The services of D&DE and its associates cover all aspects of rail vehicle engineering and also include the operation of a small press publishing company DDE Press.

D&DE evaluates technical proposals, reviews design documentation, writes vehicle specifications, prepares feasibility studies, provides vehicle design, conducts on-site facility inspections for carbuilders and equipment suppliers, and prepares bid documentation for selling new equipment or for the overhaul of cars already in service. Eighty percent of DD&E's work is concerned with railcars; the remaining percentage deals with highway vehicles and cable transportation.
